The Sponsor has a need for an IT Program Manager to oversee specialized software development efforts using the Sponsors own project management standards, processes and the Agile/Scrum development methodologies. The PM’s efforts will focus on the overall management of software development efforts using the project management best practices and Agile/Scrum development management methodologies. The PM shall report to the Sponsor and work with the Technical Lead Developer, project team, and end users to assist with conducting effective requirements and sprint reviews to prioritize backlog requirements for project deliverables. The PM will assist in the planning and management of development releases and iterations (sprints), testing, tracking, and reporting progress. The PM will manage the project’s requirements, changes, and priorities determining sprint iterations and conveying impact on budget, time, and risks using appropriate fact-based metrics/assumptions. Duties: The Project Manager shall work with their manager and other representatives to achieve the objectives of the project they are assigned to. The Project Manager is responsible for the overall management of the specific project(s) and ensuring that the technical solutions and schedules are implemented in a timely manner. The PM is responsible for all aspects of the project including schedules, documentation preparation, and customer interaction; ensures that all control gates are met on schedule; performs organizational wide integration planning and interfaces to other functional systems; ensures that the project team members are fully utilized or are made available to support other projects to meet the requirements.

Mandatory Skills:

1. Minimum of 6 years of demonstrated on-the-job project management experience with increasing levels of responsibility

2. Demonstrated on-the-job experience as a project manager displaying problem-solving and analytical skills such as managing and resolving resource, customer, process, or technical issues that impact the project 

3. Demonstrated on-the-job experience with Agile and Scrum development methodologies, and software life-cycle management

4. Demonstrated on-the-job experience leading development projects from requirements analysis to deployment

5. Demonstrated on-the-job experience in development of software applications using programming languages (such as Flex, Ruby on Rails, Java, or Javascript) 

6. Demonstrated on-the-job experience with computer software, such as MS Office, MS Project, or Visio

Desired Skills:

1. Demonstrated on-the-job experience with the Sponsor’s project management governance and software life-cycle management

2. Demonstrated on-the-job experience and knowledge of Sponsor’s mission and organizations and Sponsor’s IT strategic directions

3. Project Management Professional Certification

4.  Demonstrated on-the-job experience exhibiting communications skills, both written and orally, complex technical concepts and project information, tailoring ideas, and explanations to Sponsors executive and senior managers. 

5. Demonstrated on-the-job experience managing multiple priorities and effectively using resources
